I don't understand why C.U.'s aren't legally recognized from state to state. if Illinois decided that it would no longer issue drivers licenses but instead they would issue drivers allowances would they no longer be legally accepted in other states?

If this couple was concerned about protecting their legal rights, though, they would have registered their partership with the city. NYC recognizes parter rights similar but not equal to marriages.
