so, after a crapload of messy arguing, enough money and favors have apparently changed hands that aldermen have agreed on a smoking ban plan. they haven't voted it on it yet, they just have agreed to a proposal. essentially, everything's gonna be non-smoking but bars have three years to comply.

Aldermen reached a tentative agreement today on an ordinance that would make virtually all public places smoke-free, but would give drinking establishments up to three years to comply with the law.

Final language of the accord was being fashioned this afternoon as some aldermen sought a two-year deadline for full compliance. The full City Council is expected to vote on the compromise measure Wednesday.

Ald. Patrick O'Connor (40th) said aldermen wanted to resolve the controversy "in a way that was amicable, and it was getting pretty ugly around here the last couple of weeks."

"Ultimately, people knew we had to do something, and that pointed it toward making some peace," O'Connor said.

Ald. Burton Natarus (42nd), who had sought an exemption for taverns and separate bars in restaurants, expressed satisfaction with today's accord and said restaurant industry representatives were on board.

Joel Africk, chief executive officer of the American Lung Association of Metropolitan Chicago {ndash} an organization that had pushed for a smoking ban without exemptions {ndash} said he did not yet know if his group would support the compromise.

"It's tough for us to accept three years' more exposure to second-hand smoke," Africk said.

Today's developments in the City Council's Finance Committee followed a sometimes raucous session Monday involving three hours of discussion and debate on Natarus' measure, introduced as an alternative to a more stringent proposal by Ald. Ed Smith (28th).

Smith wanted to include all taverns and bars in the ban. He had the backing of the Lung Association, the American Cancer Society and Chefs and Owners United for Good Health (CHOKE), a coalition of more than 110 dining establishments.

Smith's backers said the ban was necessary to protect the health of consumers and restaurant workers.

Natarus was supported by such trade groups as the Illinois Restaurant Association and Illinois Licensed Beverage Association, which had argued a draconian smoking ban would harm small mom-and-pop restaurants and bars. Mayor Richard Daley has hinted he favors the Natarus proposal.

I'll have to say at first when I heard about states doing this I was pissed off. I mean who are they to take that away from us??? But then I visited California and went out for a night on the town and I must say it was so much nicer not having the bars and clubs full of smoke!!!! I mean I smoke and couldn’t empathize more with the smokers but it is truly a nice thing to not have all of your cloths and hair smell like ass after a night out. Also almost all the bars have made a place where you can go and smoke and that makes for a nice social place to meet other folks. I think that in the long run this is good. I mean who are we (the smokers) to impose that nasty smell and harmful chemicals on the healthier non smoking population?? Not all that much changes when you cant smoke inside except maybe you smoke less. Which could be a good thing........?

i think smoking ban is bull shit..... they have been pushing for this for years........columbia is tryin to ban the whole damn city........soon their will be alot less smokers cause their are some people out thier who just light up in a bar cause its the thing to do........now their takin that away..... :rant: they wont take it outta the small towns i know they wont.........take away a farmers sigarette i dont think so

so, it passed. bars have two and half years to go non-smoking. there's a clause that allows bars an exemption if they show that their air filtiration systems make the air inside the bar the same as the air outside the bar (which ain't too hot, either). only the fanciest places will be able to afford that shit, though.

tobacco shops, VFW halls, and other private residences can still allow smoking. but as for having a smoke at wrigley or any other public place, no longer.

well, i went to soldier field when we hosted the vikings and you couldn't smoke in the seats, but could in the.......fuck i forget the word. but anyways, the area outside of the seats but not out of the park. the fucking causeway and shit. i got no problems with that. pretty soon they're gonna be burning smokers at the stake. fuck a non-smoker.

It is kinda silly that the govt doesn't let the market dictate this sort of thing. If people really wanted to hang out at a non-smoking bar, why aren't there any non-smoking bars around? You think one or two would clean up if thats what people wanted. (maybe there are some non-smoking bars)

I agree though, I'm all for smokers rights. It's just another vanishing freedom.

eh, i'm gonna back the government on this one.

it's just a public health issue, and such a simple preventative measure. i mean, i know a TON of smokers, and i really haven't heard anyone bitch about this yet. it's like, yeah, i smoke, but maybe i'll smoke less if no one else is smoking. i'd imagine at least half of all smokers would really like to quit, anyways.

I agree; I smoke and love doing it. I enjoy having a cig. after a few drinks but I know I am killing myself. I know that these chemicals are causing mutation in my cells and fucking up my lugs so less O2 gets in the blood stream, and that fucking sucks. All this I know but I love it.
I’m on the public health side also. We all know smoking fucks you up pretty bad its just that our bodies are tough and we don’t noticed it for a number of years. The fact of the matter is that it is a horrible habit and at least for me I know I smoke less if others are not smoking! To me that is good and if as a whole we all smoke less as a result of not being able to do it indoors than I say more power to the legislation banning indoor smoking.

They have plenty of power. They don't need to run everybody's life. Obviously, I don't smoke anymore, but for people who choose do it, that is their choice. Where does the legislation stop? You can't smoke at an outdoor baseball stadium?

I'm not sure the stadium issue is a city regulation...

It's a lot easier to sweep cig butts out of a causeway than pick them up between the seats.
it could be a private rule.
